Debra D. Daniels is the vice procurement services executive providing executive leadership and guidance for the procurement of net-centric technology solutions. She is dual-hatted as the deputy director, Defense Information Technology Contracting Organization, an organization that obligated over $6 billion in contracts in FY2019 and manages a contract portfolio valued at more than $17 billion. She is also DISA’s senior services manager responsible for the acquisition of services.

Daniels served in various positions of responsibility and authority leading military, civilians, and foreign nationals. She managed critical defense acquisition programs, commanded procurement organizations, and led units in peace, combat and on humanitarian missions. In numerous military assignments, she served in units located in Arizona, Kansas, Georgia, Missouri, New York, Virginia, Washington, DC, Maryland, Germany and South Korea; deployed to support operations in Florida, Somalia, Nigeria, Kosovo, and Macedonia; and completed combat tours in Afghanistan and Iraq.

Daniels’ previous assignment include: director, office of operations, Government Contracting and Business Development, U.S. Small Business Administration; military deputy, Edgewood Chemical Biological Center, Aberdeen Proving Ground, MD; director, contract management and audit oversight, NATO Training MissionAfghanistan / Combined Security Transition Command – Afghanistan, overseeing a $10 billion contract portfolio and 30 audits; Commander, 409th Contingency Contracting Brigade and Principle Assistant Responsible for Contracting – Europe, awarding $7 billion in contracts supporting U.S. Army Europe, U.S. Army Africa and the Headquarters for EUCOM and AFRICOM in 10 contracting offices located in six countries and supporting operations conducted throughout the COCOM areas of responsibility; executive officer, Assistant Secretary of the Army, Acquisition, Logistics & Technology; director, Contract Operations for Joint Contracting Command Iraq/Afghanistan (JCC-I/A), providing procurement oversight on behalf of the Deputy Assistant Secretary of the Army for Procurement; commander, Joint Command Center-Iraq, responsible for $2 billion in procurements supporting combat operations in Iraq with 10 regional contracting offices; commander, Wiesbaden Contracting Center, U.S. Army Contracting Command-Europe; program integrator, Theater High Altitude Area Defense program, a $26 billion national ballistic missile defense program; and Systems Integrator, for Raytheon’s U.S. Navy Phalanx weapons system Block 1B upgrade.

Daniels military and civilian education includes the Engineer Officer Basic and Advance Courses, the Command and General Staff College and the Industrial College of the Armed Forces. She has Master’s Degrees in Management from Troy State University and National Resource Strategy from the National DefenseUniversity. She is Level III certified in Contracting, Level II certified in Program Management, Facilities Engineering and Science and Technology and a member of the Army Acquisition Corps.

Daniels was the 2000 Secretary of the Army Military Contingency Contracting Officer of the Year and 2000 U.S. Army Europe and Seventh Army Head of Contracting Award for Contracting Excellence in Contingency Contracting recipient. Her other awards include the Legion of Merit, Bronze Star Medal, Defense Meritorious, Army Meritorious Service Medals, Army Staff Officer Identification Badge, Basic Recruiters Badge, Parachutist Badge and the Army Corps of Engineers Bronze Order of the de Fleury Medal. In 2016, she received the National Association of Professional Women “Woman of The Year Award” and was inducted in the Continental Who’s Who Registry of National Business Leaders for her military service.
