Master Sergeant Collins is Senior Enlisted Leader (SEL), Joint Spectrum Center, Defense Spectrum Organization (DSO), Defense Information Systems Agency, Annapolis, MD. His primary duties include communicating the Director's goals and direction for the Command to the enlisted workforce, while simultaneously representing the enlisted concerns to the Director. As SEL, he provides assessments, recommendations, and feedback on policies, standards, professional development, awards, and quality of life of the enlisted force; and advises on matters pertaining to spectrum tools, training, allocation, and spectrum interference. In addition, he supports all U.S. Military Services and Combatant Commands (CCMD), in the training and coordination of deployable teams for short-notice deployments in support of global operations. As the leading USMC technical expert, he manages and assists with the development and validation of requirements for joint spectrum management software, tools and policy.
