Ms. Harper serves as the Deputy Security Enablers Portfolio Chief and also the Deputy DoD PKI Program Manager, Defense Information Systems Agency. Ms. Harper is one of the command’s senior advisors exercising program responsibility to supervise, manage, and provide advice on information systems supporting the command’s primary mission as the DoD-wide information technology (IT) provider of the DOD Information Network (DODIN). Ms. Harper supports overseeing the program and planning efforts ensuring maximum support and integration of network operations managing specific risks associated with fielding of information systems and supporting efforts, which requires formal certification throughout the life cycle of all systems that use the IT infrastructure and sustain the security and health of the DOD Information Network. As the Deputy Division Chief she applies a broad and expert knowledge of command, control, communications, and computer (C4) network operations, information assurance, and technical aspects of information technology mission area and knowledge of DoD IT and information assurance policies.
Previously Ms. Harper served as the Deputy Command Information Office (DCIO) to the Office of Naval Intelligence (ONI). Ms. Harper provided expert advice and guidance on all CIO activities at ONI. These activities included programming, budgeting, IT acquisition, strategic planning, architecture analysis, and transition planning to support the business, mission and strategy of ONI. Ms. Harper provided leadership in a wide range of management activities that include workforce planning, policy and standards development, resource management, enterprise architecture, infrastructure planning, auditing, and cyber security management. Her team was one of the first in the Navy to get an Impact Level 4 (IL4) Cloud application operational for ONI.
Prior to that Ms. Harper served as Chief Technology Officer (CTO) for Navy special programs, where she orchestrated getting multiple contract vehicles in place for base re-alignment and closure (BRAC), executed millions of BRAC IT dollars, and coordinated the move of hundreds of personnel from commercial spaces to Joint Base Anacostia Bolling (JBAB). Rallying expertise in various areas, Ms. Harper was able to design the new infrastructure with the latest voice, video, and data technology for the new facility. As CTO, she collaborated with other DoD/IC agencies to ensure compliance, alignment, and future interoperability.
Ms. Harper served as a Program Manager for a secure complex Information Technology (IT) program. The program provided a large spectrum of IT services, including software development, security and network engineering, system administration, database management, telecommunication provisioning, and support to IT governance consulting. Ms. Harper managed the program from initial concept through accreditation and authorization, deployment, operational maintenance, and technical refresh.
Ms. Harper holds a Bachelor of Science degree in Computer Science from George Mason University (1988) and a Master of Science degree in Information Management with a minor in Information Assurance from Syracuse University (2005). She is a member of the Acquisition Profession Community (APC) and has been DAWIA Level III certified in IT Acquisition since 2001. She has been Chief Information Officer (CIO) certified by the National Defense University (NDU) and the Federal CIO Council since 2004. She is IA Professional and Designated Approving Authority (DAA) certified from National Defense University (NDU). Ms. Harper holds an active Certified Information System Security Professional (CISSP) certification since 2010.
