James Travis is serving as the Senior Manager for Public Safety Communications Enterprise (PSCE) in the Defense Information Systems Agency. In this role, he assists the DISA Director and the DoD DCIO C3 Systems in developing an enterprise solution for PSCE in the DoD. This PSCE solution expects innovation and rapid agile deployment for this DEPSECDEF designated critical C3 capability. Prior to his assignment in this role, he served in multiple cyber and information technology leadership positions where he led design, engineering, sustainment, and deployment of advanced technologies for DoD information technologies. These advanced technologies include big data, cyber analytics, cyber data brokering, cyber incident reporting and sharing, security information and event management, enterprise defensive cyber operations sensing, and multiple solutions for operation and maintenance of his agency’s enterprise management capabilities for compute, wide area transport, and application ecosystems. In other assignments, he led major transformational information technology solutions that integrated cyber operations with network operations, the design and deployment of a secure, multi-terabyte per second global fiber optics and IP capability, and served as the Program Manager for the Defense Information System Network. During his prior military service with the US Army, he led Signal Operations and Army RDT&E activities in Korea, Germany, Panama, Italy, and the USA. Assignments included service with JTF-Noble Anvil, as the Army Systems Architect, and as National Military Command System Operations Officer, Joint Chief of Staff J36/J38. He has a PhD in Organization and Management (Information Technology) from Capella University that included extensive Computer Science, Software Engineering, and Systems Engineering from George Mason University, Boston University Overseas, and the Air Force Institute of Technology, and is a graduate of the US Army Ranger and Airborne courses - HOO-AAH.
