Profile

Pete Stokka is a Naval Information Warfare Center (NIWC) Pacific NM-05/GS15 employee and branch head of the Advanced Development and Experimentation branch at NIWC Pac. Pete is embedded at the USINDOPACOM J81, Joint Innovation and Experimentation Division, as the Technical Director for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR). Pete’s undergraduate degree is Information Technology and his advanced degree is Computer Information Systems from Boston University.

Pete is a former Radio Battalion Marine from 1998- 2003 stationed at MCBH and embedded with 5 th Marines for the 2003 invasion of Iraq. Following active duty, Pete spent 2004-2010 as a contractor for Lockheed Martin and Akimeka LLC working on the Technical Control and Analysis Center (TCAC), Sr. Scout, Radiant Mercury and Mobil Modular Command and Control (M2C2) programs.

Pete’s civil service career began with NAVFAC EXWC in 2010 while continuing work on M2C2, HADR C&C, COBRA3 and Networking on-the-Move (NOTM). Pete transitioned from NAVFAC EXWC to NIWC Pacific in 2014 while still working on NOTM supporting Agile Bloodhound and Island Marauder technology insertion events for the Marine Corps.

Pete expanded to working on Cyber projects at INDOPACOM J81 in 2017 and started as the Director for the Cyber War Innovation Center (CWIC) in 2018 focusing on cyber training, testing and experimentation. Pete has worked on 3G, 4G/LTE and 5G projects during his time at NIWC Pacific and as the 5G and FNC3 LNO to OUSD for INDOPACOM J85. The past year Pete has been working as the J81 Technical Lead on Joint Fires Network (JFN) Experimentation, coordinating the technical team for execution at multiple events throughout the year to inform JFN development.

During his time off, Pete enjoys competitive sailboat racing at Kaneohe Yacht Club where he races his J Boats J/80 in a fleet of one design boats and PHRF racing with a wide variety of other competitors. Pete and his wife have one child, who enjoys deep sea fishing and surfing.
