Future potential conflicts cannot be assured of ubiquitous control and freedom of action in the air, space and data domains. Facing near-peer competition in the USEUCOM and USINDOPACOM theaters will require a synthesis of ISR and operational data, resilient while being contested with an ability to move seamlessly between private, public and hybrid and multi cloud environments, accessible by joint and coalition partners, while moving from a deliberate to a dynamic targeting model. These requirements dictate a move away from vertical and stovepiped ISR and mission data, currently cemented into rigid and unmalleable data environments and oriented for a specific warfighter domain, into a common, non-parochial data fabric, with the ability to establish bidirectional access to US/Mission partners in a zero-trust environment. The end state of collapsing the ISR and operations data fabric into one data domain increases the efficiency and lethality of employed kinetic and non kinetic weapons.
