Catherine Johnston

Deputy Director for Intelligence
U.S. Indo-Pacific Command

Profile

Ms. Catherine Johnston has served as Deputy Director for Intelligence at the U.S. Indo-Pacific Command since June 2019. Prior to assuming this role, she served as the Assistant Director of National Intelligence for Systems and Resource Analyses. In this capacity, she advised Intelligence Community leaders on all major resource allocation decisions for the National Intelligence Program, oversaw Independent Cost Estimates and Requirements for all NIP Major System Acquisitions, and led studies that consider future IC investment opportunities and historical IC spending patterns.

Ms. Johnston has had a long career in the Intelligence Community. She served as DIA’s Director for Analysis (DI) leading all-source analytic efforts across the Defense Intelligence Enterprise. She was appointment inaugural National Intelligence Manager for East Asia in the Office of the Director of National Intelligence (ODNI), where she oversaw and led the IC’s efforts on East Asia. Prior to assuming her position at ODNI, she was the Asia Mission Manager in the Directorate for Science and Technology at the Central Intelligence Agency.

Ms. Johnston began her analytic career at DIA as a China-East Asia Analyst and was a DIA analyst for 15 years. She oversaw a wide range of concerns, including force modernization, strategic issues, weapons of mass destruction, and multinational proliferation activities. She later served as Senior Defense Expert for China-East Asia and was the senior Asia substantive expert for the Agency. She developed an integrated China program that orchestrated activity across the Department of Defense analytic community, and was the focal point for regional analytic support during operations in Afghanistan.

She earned her bachelor’s degree from Princeton University in East Asian Studies and her master’s degree from the University of Michigan in Chinese Studies. She attended the Middlebury College Summer Intensive Chine Language School and the Taiwan Normal University Summer Intensive Language Program. Her honors include the Defense Intelligence Directors Award, the DoD Joint Civilian Service Commendation Award, the National Intelligence Distinguished Service Medal, and the Presidential Rank Award.

Ms. Johnston was born in Taiwan and has lived in the region for 13 years. She speaks Mandarin, Chinese and French. She also is an accomplished lyric soprano and enjoys training for triathlons. She is married to Wes and has two daughters.
