Profile

James serves as the Chief Information Security Officer (CISO) for the U.S. Small Business Administration. Prior to his selection as CISO he was the SBA's Chief Cybersecurity Architect. During his time at SBA, he led cybersecurity modernization initiatives which helped elevate the agency as a leader in cloud centric cybersecurity. He also led 2 interagency projects in partnerships with DHS CISA, proving how cloud native technologies could be used to achieve Federally mandated security policies and requirements. Currently, James focuses on continuous modernization and growth of SBA’s Cybersecurity Program.

Prior to joining SBA, James supported Healthcare.gov at Centers for Medicare and Medicaid Services (CMS), Social Security Administration (SSA), United States Agency for International Development (USAID), and Security Exchange Commission (SEC). During those stints James worked in Project Management, Security Operations, Security Engineering, and Malware Reverse Engineering. His areas of expertise include Security Engineering, Incident Response & Management, and Project Management. James holds a master’s degree in Cybersecurity from UMUC and a Graduate Certificate in Executive Leadership from Cornell. He retains multiple industry standard certifications, including CISSP-ISSAP, CISM, and PMP.
