Profile

On March 3, 2020, Garret Conover was named the Director of the Homeland Security Advisory Council’s (HSAC) Biometrics Subcommittee. The subcommittee was convened to respond to the Secretary’s tasking to evaluate biometrics-based operations across the department and determine how best to implement a new governance process.
Prior to this role he was a Biometric Entry/Exit Program Manager at U.S. Customs and Border Protection’s (CBP) Headquarters in Washington, DC. There, Mr. Conover oversaw the incorporation of biometrics into established CBP processes, specifically in the airport environment.
Before that he spent 5 years managing the Global Entry Program, which, during his tenure, expanded its membership more than 550%. Since his entrance on duty in 2008, Mr. Conover has worked assignments at the New York/New Jersey Seaport; Newark Liberty International Airport; Norfolk, VA Seaport; Advanced Training Center in Harpers Ferry, WV; and Office of Field Operations, Headquarters in Washington, DC.
A native from “down the shore” in New Jersey, Mr. Conover graduated from Western Colorado University, with a Bachelor of Arts degree in Biology, and from Tiffin University in Ohio with a master’s degree in Criminal Justice and Forensic Psychology.
In his free time, Mr. Conover enjoys traveling the world with his wife, walking their two rambunctious but adorable dogs, and exercising.
