Nanette (Nan) Downing serves as the Director, Identity Assurance in the PGLD Division. In this role, she will provide strategic direction for the Identity Assurance organization, and she will collaborate Service-wide on several programs including authentication and authorization initiatives, secure access, and the eSignature program policy.
Prior to this position, Nanette (Nan) M. Downing served as the Director, SB/SE Human Capital Office, based in Washington, D.C. Nan was responsible for ensuring SB/SE's Human Capital Office serves as a business advocate for all SB/SE human resources and personnel support needs. She directed the identification, development and delivery of training in SBSE, as well staffing, hiring, performance management, labor relations and other issues impacting the SB/SE workforce. Nan also overseen SB/SE's Executive Development/Executive Readiness programs and Leadership Succession Strategy.
Before becoming the Director, SB/SE HCO, Nan served as the Assistant Deputy Commissioner (ADC) for Government Entities/Shared Services (GE/SS), TE/GE, based in Washington, D.C. Nan was responsible for the enforcement and support components of Government Entities (GE), which include the offices of Indian Tribal Governments (ITG) and Tax Exempt Bonds (TEB). She also directed TE/GE Shared Services (SS), which is made up of: Business Systems Planning (BSP), Communications and Liaison (C&L), Human & Capital Resources (H&CR), and a Program Management Office (PMO).
Before becoming the ADC for GE/SS, Nan was the Director of EO Examinations, where she oversaw more than 500 EO enforcement employees throughout the country. Nan joined the IRS in 1988 as an EO revenue agent in the Chicago District. Before becoming Director of EO Examinations, she held numerous leadership positions including Executive Assistant to the Director Exempt Organizations and Manager of Examinations Program and Planning. Nan received her BS/BA in Management with a minor in Accounting from Missouri Western State College. Nan is married with three children and lives in the Washington, D.C. area. She enjoys reading, fitness, and spending time with her family.
