Profile

David Grauel is the Homeland Advanced Recognition Technology (HART) Program Manager for the Office of Biometric Identity Management (OBIM) within the National Protection and Programs Directorate. OBIM is the lead entity in the Department of Homeland Security (DHS) for biometric identity management services across Government. Mr Grauel is responsible for overseeing day-to-day operations of the program and working closely with the Department to advance biometrics.

Previously, Grauel served as the Deputy Program Executive Officer, Enterprise Services at the Defense Information Systems Agency (DISA) within the Department of Defense (DoD).There, he provided executive level oversight for a vast portfolio of enterprise-level IT services for DoD.

Prior to that, Grauel served as the Army Acquisition Executive’s representative in Kandahar, Afghanistan and coordinated the fielding and sustainment activities of 13 Program Executive Offices and over 50 program managers during the U.S. surge into Southern Afghanistan.

Grauel is a graduate of the United States Military Academy (USMA) at West Point where he received his Bachelor of Science degree in Mechanical Engineering. He holds Masters Degrees in Economics and Operations Research as well as National Security and Resource Strategy. He is a graduate of the Program Manager Course, the Senior Acquisition Course, and the Executive Program Manager Course. He holds a Level III Federal Acquisition Certification in IT Program Management, and is a certified Project Management Professional (PMP).
