Ms. Emily Barbero currently serves as the Branch Chief for the Chief Information Officer’s (CIO) Mission Operations Branch (MOB) within the Department of Homeland Security’s Office of Intelligence & Analysis (I&A). In that capacity, Emily is at the forefront of the Department’s efforts to pilot capabilities and provide services aimed at deriving actionable insights from unique DHS data sources for mission customers across the DHS Intelligence Enterprise and its partners in the Intelligence Community. Emily leads CIO Mission Operations Branch in working to proactively engage with mission customers to understand organizational and mission needs and processes; identify opportunities to address those needs with CIO services; and, distill the operational needs or gaps into requirements that can be used in planning and resource allocation. She also oversees TS/SCI cloud-based development and data integration, ensuring that it is agile, secure and scalable for Department-wide use. Her team also prototypes, develops and deploys solutions that advance existing mission customers’ processes and allow them to find, access and use insights of value from Departmental and IC data. In parallel, Emily leads the Department’s policy efforts to develop cross-community agreements that facilitate information sharing and access to data on the high side that is appropriate, timely and relevant to DHS and IC mission customers. Emily has focused her team of engineers, developers, data scientists and policy analysts to provide the DHS and IC analysts and operators with the tailored information and tools they need to make operational and strategic decisions.
Prior to joining I&A, Emily was with Customs and Border Protection (CBP) where she established the Common Vetting Task Force that initiated the Department's focus on enterprise data management and use. While at CBP, she was also stood up CBP's Counter Network Division, within the National Targeting Center. Emily started her career as a marketing analyst, where she developed models and instantiated enterprise machine learning capabilities to improve interactions and return on investment with customers.
Emily has a B.S.B.A from Xavier University and she is completing her Master’s Degree in Data Analytics. She has received several Intelligence Community awards related to her support of counterterrorism and election security initiatives.
