Profile

William Graves serves as the Chief Engineer for PM DoD Biometrics within the Program Executive Office for Intelligence, Electronic Warfare & Sensors (IEW&S). Mr. Graves is the subject matter expert on various biometric and identity management technologies. Mr. Graves has been responsible for development of national and international biometric standards, strategic planning, national and international interoperability projects, technical innovation and improvements, matching and capture technologies, technical assistance to foreign governments, national and international biometrics data sharing initiatives, budget formulation and execution, information systems security, and data architecture.

Mr. Graves received a B.A. in Economics from George Mason University and a Masters in Information Technology from American InterContinental University. He is a DAWIA Certified Program Manager Level III, a Certified Biometrics Security Engineer (CBSE), and recipient of the FCW Fed100 in 2018.
