Dr. Jim Wayman

Profile

Dr. James Wayman has worked continuously in the field of automated human recognition (“biometrics”) since 1984 and has served as a paid advisor to 14 national governments. He received the Ph.D. degree in engineering in 1980 from the University of California, Santa Barbara. In the 1980s, under contract to the U.S. Department of Defense, he invented and developed a biometric technology based on the acoustic resonances of the human head. He joined San Jose State University in 1995 to direct the Biometric Identification Research Program, serving as Director of the U.S. National Biometric Test Center, reporting to the National Security Advisor through the Security Policy Board. He is co-editor of J. Wayman, etal (eds) Biometric Systems (Springer, London, 2005), a Fellow of the Institute of Electronic and Electrical Engineers and the British Institution of Engineering and Technology, a Principal UK Expert of the British Standards Institution on the ISO/IEC SC37 standards committee and the former editor of the ISO/IEC 19794-13 Voice Data Format, the 19794-3 Finger Data Format and the ANSI/NIST Type-11 Voice Data Record. He has previously served as a member of the U.S. National Academies of Science/National Research Council (NRC) "Whither Biometrics?" and "Authentication Technologies - Implications for Privacy” committees and served on the NRC Panel on Information Technology. He is a member of the forensic Digital and Multimedia Committee of the U.S. government’s Organization of Scientific Area Committees and a technical assessor for the National Institute of Standards and Technology National Voluntary Laboratory Assessment Program. He holds 4 patents in speech processing, is an IEEE "Distinguished Lecturer" and an Honorary Professor at the University of Kent in Canterbury, England. He has written 36 peer-reviewed journal articles and book chapters and occasionally gives expert testimony on biometrics in criminal and civil trials.
