Carter Keeton graduated from the University of Virginia in 1992, earning a Bachelor of Arts degree. He attended law school at the University of Richmond, Richmond, Virginia graduating in 1996. He has been a member of the Virginia State Bar since 1997.
In February 2001, Mr. Keeton was commissioned into the U.S. Navy JAG Corps. From June 2001 until October 2004, Mr. Keeton served as a prosecutor in the JAG corps and was designated as a special prosecutor for offenses involving national security-related offenses. In July 2005, Mr. Keeton joined the Federal Bureau of Investigation in the Office of General Counsel, National Security and Cyber Law Branch. As an Assistant General Counsel in NSCLB, Mr. Keeton specialized in legal and policy issues affecting national security investigations, domestic and extraterritorial undercover operations, and confidential human source operations. In October 2016 Mr. Keeton became an Acting Unit Chief in NSCLB and was later selected as a Unit Chief in one of NSCLB's counterterrorism law units. In this role, Mr. Keeton supervised the work of eight FBI lawyers in the legal and policy aspects of international terrorism investigation from the initiation of an investigation to eventual arrest and prosecution.
In January 2018, Mr. Keeton joined the Executive Staff of the FBI's National Security Branch as the Senior National Intelligence Officer for Intelligence Community Management. As a SNIO in NSB, Mr. Keeton serves as the National Security Branch's liaison with the National Security Council and agencies in the Intelligence Community and serves as the FBI's senior lead on issues concerning the FBI's role in the National Vetting Center.
