Profile

Mr. Jeffrey R. Witsken currently serves as the Director, Mission Command Network Integration, Mission Command Center of Excellence.

His organization has three primary missions: (1) ensures integrated DOTMLPF-P efforts pertaining to the Mission Command Network; (2) executes proponent responsibilities for Unified Action Partner Interoperability; and (3) provides a center of expertise for decision-driven and warfighting-driven data.

His organization integrates efforts to improve the Mission Command Network across stakeholder communities, leveraging a wide array of events to gain operational insights. His organization leads Lines of Effort for the Common Operating Environment and Unified Action Partner Interoperability. His organization’s primary products include the Mission Command Network Implementation Plan, and integrated requirements and architecture for mission command and network capabilities. Additionally, his organization is a “think tank” regarding the future of the Mission Command Network.

Mr. Witsken, a native of Cincinnati, Ohio, was commissioned as an Armor officer from Xavier University in 1981. His service includes key assignments in armor units, cavalry units, and operations research organizations. He was the Chief of Assessments, Strategic Effects, Multi-National Forces Iraq before and during the ‘surge’ in Iraq 2006-2007. His experience with information technology and its implications for mission command began with the 1994 Desert Hammer exercise, and includes the 2001 Desert Capstone Exercise, the Army’s transformation to the Modular Force (2003-2005), the capabilities-based assessment regards the ‘Cyber/Electromagnetic Contest’ (2011), and efforts to implement the Mission Command Network. Current efforts support the Army Data Plan and the Army Unified Network Plan.

Mr. Witsken and his wife Jeanne have three daughters: Jennifer, Katherine, and Elizabeth.
