Profile

Thomas P. Michelli (Tom) currently serves as the Cyber Operations & Cybersecurity (CO&CS) Strategic Account Executive (SAE) for Leidos. He will be responsible for enhancing business growth across the company’s cyber-related portfolio of programs, services, and solutions.

Tom brings more than 30 years of military experience and cyber expertise. His career includes serving in senior executive service positions at both the U.S. Department of Defense (DoD) and Department of Homeland Security (DHS).

He served as the Vice Director, Command, Control, Communications, and Computers (C4)/Cyber and Deputy Chief Information Officer for the Joint Chiefs of Staff/J6. He was responsible for providing advice and recommendations to the Director, J6, and the Combatant Commands on all C4/Cyber, Space, Position-Navigation-and-Timing, Transport, allied and coalition interoperability development and assessments, and defensive cyberspace matters.

Prior to JCS, he was Deputy Chief Information Officer for Cybersecurity within the DoD, Office of the Chief Information Officer (CIO). He ensured the department had a well-defined and well-executed $8 billion cybersecurity program and coordinated cybersecurity standards, policies, and procedures with other federal agencies, coalition partners, and industry. Mr. Michelli also served as the Acting Principal Deputy, CIO, providing oversight to DoD’s $45 billion information technology (IT) budget and assisting the Acting DoD CIO as primary advisor to the Secretary of Defense on all topics related to Information Management, IT, and Information Assurance, as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications.

He entered government service as Information Operations Division Chief for the Defense Threat Reduction Agency (DTRA). He also held several senior leadership roles at the Defense Logistics Agency (DLA), where he served as the agency’s first Director of Intelligence. Tom was appointed to the Senior Executive Service in 2010 as the DLA’s Executive Director of Enterprise Solutions, J64. Following DLA, he served as CIO for the U.S. Immigration and Customs Enforcement (ICE) and then CIO for the U.S. Coast Guard in Washington, D.C.

Tom most recently served as Chief Cloud Customer Success Officer for SAP National Security Services where he was responsible for cloud customer migration outcomes in the national security and commercial regulated industry sectors.

He served over 30 years in the Army National Guard and Reserves (ARNG/USAR), retiring as Colonel, Engineer Corps. Of note, he led some of the first ARNG/USAR cyber units and established cybersecurity doctrine and training.

He is a recipient of the Chairman of the Joint Chiefs of Staff Joint Distinguished Civilian Service Award, the Legion of Merit, the Bronze Star and many other awards and distinctions.
