Profile

Mr. Joseph W. (Ward) Roberts assumed role as the Assistant Program Executive Office for Command, Control, and Communications-Tactical (PEO C3T) at Aberdeen Proving Ground, Maryland, on 10 April 2022, where he assists the PEO in planning, managing, coordinating, reporting, and evaluating the PEOs programs. Advise and assist in development of new program initiation & strategies, wholistic contract strategies, PEO objectives, and alignment of programs across the Network Portfolio.

Prior to his current position, Mr. Roberts, as the Deputy Project Manager, Interoperability, Integration and Services (I2S) which provides direct linkage between the Army Network Program Offices and the Network Cross-Functional Team to ensure the Army Network Modernization activities are aligned with the Network Lines of Effort. PM I2S includes the Product Offices for Capability Set Development (CSD), Common Hardware Systems (CHS), Command Post Integrated Infrastructure (CPI2), Tactical Cyber and Network Operations (TCNO), and Tactical Network Initialization and Configuration (TNIC). Prior to assuming this charter, Mr. Roberts worked in industry as Vice President, Army C5ISR Programs and Business Development. Mr. Roberts retired from Active-Duty service in the US Army at the rank of Colonel in 2019 after 26 years of service. His military career culminated with his position as Executive Director (Acting), Office of the Chief Systems Engineer (OCSE), Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)).

Over the course of his career, Mr. Roberts held several critical acquisition positions, including Director, Mission Engineering and Assessments Directorate, OCSE, preceded by Product Manager for the ACAT-1D, Warfighter Information Network Tactical - Increment 3 (WIN-T Inc 3) under PEO C3T. He served at the Pentagon as Executive Officer to the Deputy Assistant Secretary of the Army (Procurement), ASA(ALT); Department of the Army System Coordinator supporting PEO C3T with duty in Arlington, Virginia; as a Contracting Officer with the Army Field Support Battalion at Camp Arifjan, Kuwait; Assistant Product Manager with the Rapid Equipping Force in Fort Belvoir, Virginia; and System Automation Acquisition Officer with the Army Operational Test Command at Fort Hood, Texas.

Prior to his selection for the Acquisition Corps, Mr. Roberts served as an Infantry Officer in assignments from Platoon Leader to Company Commander.

Mr. Roberts holds a Master of Strategic Studies degree from the Army War College, a Master of Business Administration from Columbia Southern University, and a Bachelor of Arts in Political Science from the University of South Florida, where he received his commission as a second lieutenant in the Infantry.

Mr. Roberts is Defense Acquisition Workforce Improvement Act Level III certified in Program Management and Level II certified in Contracting. He is a graduate of the Defense Systems Management College Program Manager’s Course. He also completed the Command and General Staff College Intermediate Level Education, the Army Acquisition Qualification Course, and the Army Acquisition Basic Course.
