Howard McDonald joined the Defense Information Systems Agency (DISA) Defense Spectrum Organization (DSO) in December 2008 after a 23 year career in private industry addressing a wide variety of challenges associated with DoD spectrum operations. He has successfully guided multidisciplinary teams to perform electromagnetic environmental effects and spectrum management related activities at all phases of the equipment life cycle. He is currently the Branch Chief for DSO’s Advanced Access Initiatives Branch, leading DSO's efforts to develop and field spectrum sharing solutions and address the impacts of emerging technologies, including Dynamic Spectrum Access and Policy-Based Spectrum Management, on DoD spectrum operations.
