Lieutenant Colonel Carlos E. Davis serves as the Deputy Program Manager, Enterprise Privileged User Authentication Service (EPUAS) Program Management Office (PMO) at the Headquarters, Defense Information Systems Agency (DISA).
LTC Davis is a native of Mansfield, Ohio. He received his commission into the Signal Corps through the Morgan State University Army Reserve Officer’s Training Corps Program in May 2001. He holds a Master of Arts Degree in Information Technology Management from Webster University and a Bachelor of Science Degree in Computer Science from Coppin State University. His military education includes the Command and General Staff College, Signal Captain’s Career Course, Signal Officer Basic Course, and the Army Airborne School.
LTC Davis has over 20 years of experience in the Information Technology career field. He has served in a variety of leadership and staff positions while on active duty, in the Army Reserves, and the Federal Government. Prior to his current assignment, LTC Davis served as the Plans Officer, Communications and Electronics Command, AMC Army Reserve Element, Aberdeen Proving Grounds, Maryland. In LTC Davis’s civilian capacity, he serves as the Infrastructure Systems Management Chief at the U.S. Department of Justice.
LTC Davis’s awards and decorations include the Joint Service Commendation Medal, Joint Service Achievement Medal, the Army Commendation Medal with 1 Oak Leaf Cluster, the Army Reserve Components Achievement Medal, the National Defense Service Medal, the Iraqi Campaign Medal, the Global War on Terrorism Service Medal, the Korean Defense Service Medal, the Army Service Ribbon, the Overseas Service Ribbon, the Army Reserve Components Overseas Training Ribbon, and the Parachutist Badge.
