Mr. McDonald serves as the Branch Chief for the DISA Defense Spectrum Organization’s (DSO’s) Advanced Access Initiatives Branch, where he leads a variety of initiatives that include addressing the impacts of emerging technologies, including Dynamic Spectrum Access and Policy-Based Spectrum Management, on DOD spectrum operations. Mr. McDonald is also responsible for the execution of the DSO AWS-3 Transition Plan, to include development of innovative spectrum sharing capabilities.

Mr. McDonald joined the DSO in December 2008 after a 23 year career in private industry addressing a wide variety of challenges associated with DOD spectrum access. He has successfully guided multidisciplinary teams to perform electromagnetic environmental effects and spectrum management related activities at all phases of the spectrum dependent equipment life cycle.
