Profile

Dr. Matlock serves as the principal advisor to Commander, Joint Force Headquarters-DODIN on inspections/assessments/audits pertaining to Defensive Cyber Operations (DCO) and DCO-Internal Defense Measures (IDM) conducted on the DODIN a global, joint Area of Operation. DODIN Inspections include Command Cyber Readiness Inspections and next generation Command Cyber Operational Readiness Inspections contributing to DoDIN DCO effectiveness inspections for Combatant Commands, Service Cyber Components, and federal Agencies operating on the DODIN. DRSI also conducts Cybersecurity Service Provider (CSSP) Evaluations/Validations for United States Cyber Command (USCYBERCOM) as the General Service CSSP Authorizing Official Authority and DoD Chief Information Officer (CIO) as the CSSP Program Office. Likewise, DRSI conducts independent Audits on behalf of the DoD Public Key Infrastructure (PKI) Program Management Office (PMO) on DoD and National Security Systems (NSS).

Prior to this role, Colonel (Ret.) served as the National Guard Bureau (NGB) Advisor to the Commander of USCYBERCOM, Fort George G. Meade, Maryland. He presented USCYBERCOM’s Cyber Mission Force (CMF) constructs to the Chief, National Guard Bureau (CNGB); Director, Air National Guard (ANG); and Director, Army National Guard as well as NGB cyberspace capabilities and capacities to USCYBERCOM senior leadership contributing to the Deputy Management Action Group’s (DMAG) Cyber Force Presentation Model. He also served as the Deputy, Cyber Force Implementation Strategy Team, USCYBERCOM/Operations, at Ft. Meade, MD, and led the development of CMF Concept of Operations and Employment specifying the Subunified Command’s Cyber Forces capability, capacity and readiness. He was responsible for USCYBERCOM staff coordination to include Joint Forces, intelligence communities, and Key Nation partners in building the nations Cyber Mission Forces.
