    The DoD Software Modernization Strategy, approved February 1, 2022, recognized that the Department increasingly relies on software and the ability to securely and rapidly deliver resilient software.  Transforming software delivery times from years to minutes requires significant change to our processes, policies, workforce, and technology.  The Strategy challenged us to be bold…to lead the transformation of technology, process, and people in delivering resilient software capability at the speed of relevance. The DoD Software Modernization Implementation Plan is the follow-on call to action, aiming to establish capabilities that simplify the mechanics of software delivery, allowing teams to instead focus on creativity.   

    The Software Modernization Senior Steering Group (SW Mod SSG) is leading the strategy and delivering an implementation plan.  It is tri-chaired by the Offices of the DoD Chief Information Officer (CIO), the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), and the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).  Technical implementation is delegated to the Action Officer Working Group with chairs appointed by the SSG to identify and prioritize activities, convene working groups, and provide metrics for tracking progress advancing the creation of DoD software.  

    The three AOWG chairs will discuss the Implementation Plan and the activities they are leading and monitoring to move the Department forward and deliver on the Software Modernization Strategy goals:   

    o            Accelerate the DoD Enterprise Cloud Environment   

    o            Establish Department-wide Software Factory Ecosystem  

    o            Transform Processes to Enable Resilience and Speed
