Profile

Chris Paczkowski is the Infrastructure Directorate executive for the Defense Information Systems Agency Operations Center. He is responsible for planning, resourcing, sustaining, and evolving the Defense Information System Network core. The DISN core consists of satellite communication gateways, optical, aerial and undersea transport, organizational messaging and networks (Non‐classified Internet Protocol Router Network, Secret Internet Protocol Router Network, and coalition). His responsibilities also include senior national leadership communications and U.S. Secret Service (USSS) support. The networks provide information superiority and a global enterprise infrastructure in direct support to the President, Secretary of Defense, Joint Chiefs of Staff, Combatant Commanders, DoD components and other mission partners. Additionally, Paczkowski is the senior network expert for the DISN and the DISA executive for satellite communication. He provides executive oversight for development, management and operationally responsive solutions that enable joint warfighting.

Prior to serving as the Infrastructure Directorate executive, Paczkowski was the chief of the National Leadership Command Capabilities services. There, he was responsible for the technical and programmatic leadership of DISA’s classified voice, video, data, and infrastructure that supports senior leadership communications, continuity of operations, continuity of government, and nuclear Command Control Communication across the Department of Defense and federal government. His efforts financially drove $1.8B in technical investments to support NLCC capabilities.

As the chief of the Cyber Situational Awareness and Analytics division at DISA, he was the DoD enterprise provider of cyber situational awareness infrastructure for information sharing, collaboration, and analytic solutions for DoD Information Network and Defensive Cyber Operations. In addition to situational awareness infrastructure, Paczkowski provided enterprise analytics for DoDIN and defensive cyber operations and he maintained a collaborative DoD cyber analytic development environment. He has worked in the cyberspace mission assurance domain for more than 15 years, focusing on the acquisition, development and implementation of host based security systems, enclave security management solutions, and network operations capabilities. He entered DISA through their intern program as an electronics engineer.

In addition to government service, Paczkowski spent six years in the commercial sector with DSL.net as the lead network engineer, providing businesses robust IP voice and data services. There, he learned the importance of quality customer service in a tight business market.

Paczkowski received his Bachelor of Science degree in electrical engineering from the University of Rochester. He also holds a Master of Science degree in systems engineering of computer based systems from George Mason University. Paczkowski successfully completed the Federal Executive Institute’s Leadership for a Democratic Society in 2017.
