Profile

Michelle Warren is the Branch Chief for Acquisition Resources Contracting. She leads a 12- person branch responsible for procurement of Information Technology (IT) and Cyber support services to fulfill the missions of Workforce Services and Development Directorate and the Office of the Chief Financial Officer. The branch is also responsible for the award and administration of DISA’s premier contracts to include the Agency Program Support Blanket Purchase Agreement (BPA), the IT Research and Advisory Support Services BPA, the John’s Hopkins Applied Physics Laboratory Indefinite Delivery/Indefinite Quantity (IDIQ), and the Systems Engineering, Technology, and Innovation IDIQ.

Michelle is a retired United States Air Force (USAF) officer. She served in the 374th Airlift Wing at Yokota Air Base as an Information Management Officer; Jacksonville Military Entrance Processing Station as the Operations Officer, and in 1999, entered the contracting career field after completing the USAF’s Institute of Technology Education with Industry program at Lockheed Martin Plant #4. Acquisition assignments include Brooks Air Force Base (AFB), Defense Contract Management Agency (DCMA) Headquarters, Air Armament Center, Eglin AFB, DCMA Boeing Seattle, retiring in 2012 as Commander, DCMA Seattle.

After her 20-year military career, Michelle became the Director of Western Acquisition Division for the National Oceanic and Atmospheric Administration where she led a team of multi-disciplined acquisition support team to all Line Offices, including the entire satellite portfolio. In 2017, Michelle transferred to the General Services Agency as Director of Acquisition Services Division and then Director of Contracts Division B which included the One Acquisition Solution for Integrated Services contract portfolio supporting all federal government agencies and departments.

In 2019 Michelle left federal service and opened Caliber Construction Services, LLC, providing construction management services to Kirtland AFB. The company’s capstone was the construction of a Sensitive Compartmented Information Facility for the USAF’s Global Strike Command. She was active with the local Procurement Technical Assistance Center helping other small businesses navigate the federal procurement system. Missing the federal acquisition environment, Michelle came back to federal service with DISA in July 2021.

Michelle is from San Angelo, Texas. She has a Bachelor of Arts in History/Speech with a teacher certification and, while on active duty, earned a Master of Business Administration, magna cum laude. In 2015 she attended Leaders for a Democratic Society at the Federal Executive Institute. She is the recipient of Defense Meritorious Service Medal (OLC), Air Force Commendation Medal (2 OLCs), Iraqi Campaign Medal (2 devices), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, and a NATO Medal. In 2005 she was honored as the Alumni of the Year for University of Texas at Permian Basin. She is Level III certified in contracting and active in the National Contract Management Association having received the Contracting Professional Excellence Award in 2010 and recognized as a Fellow in 2012.

Michelle is the mother of three sons: Brian, a culinary-trained chef; Justin, a Sergeant in the US Marine Corps; and Dillon a pre-law student at University of New Mexico. In spare time she enjoys outdoor activities, live music, international travel, and crosswords.
