Profile

Donald Cook is currently the Program Manager for C2C and eMASS at DISA. In this role he is responsible for acquisition, administration, operation, and service delivery of both programs. He oversees all phases of project and program acquisition and management processes from initialization to disposal. He manages programs and project execution which includes the planning and development of strategies commensurate with the Director’s intent that supports highly critical missions and functions of the organization. C2C is DoD CIO Digital Cyber Modernization initiative to transform cyber and network security while eMASS is defined as DoD CIO tool capturing Risk Management Framework IT compliance authorization defined in DoDI 8510.01.

Prior to arriving at DISA, he spent ten years as Vice Director at Joint Task Force Global Network Operations JTF-GNO where he managed the principal communication infrastructure operated by the Joint Task Force Global Network Operation now CYBER COMMAND responsible for correlating and disseminating vital information aimed toward defending the Department of Defense Information Network (DODIN) and protecting communications infrastructure for our military services across the globe. He provided technical, managerial planning, and execution ensuring stabilized performance and access to mission critical data vital to Commander JTF-GNO

He has a Bachelor of Science Degree in Information System Management from the University of Maryland and served 11 years in the United States Navy as a Naval Supply Petty Officer in an Acquisition and Logistics role. He currently holds the certification as a Defense Workforce Acquisition Level III Program Manager.
