Profile

Charlene leads the Federal Growth organization, which includes business development, strategic capture, mission strategy, pursuit, and proposal teams across Microsoft Federal (Defense, Federal Civilian, and Intelligence). A frequent industry contributor on cloud, modern software design, and cybersecurity, Charlene inspires with a high‐growth mindset and transparent servant leadership. Charlene serves on AFCEA International’s Board and the Cyber Committee, the Board of the Virginia Chamber of Commerce, and as Co‐Chair of the Virginia Innovation and Technology Council. Prior to joining Microsoft, Charlene led DevSecOps, hybrid cloud, and enterprise automation efforts at Red Hat.

Prior to joining Red Hat, Charlene served as Vice President, Business Development and Strategy for Ultra (LON: ULE), leading a diverse portfolio. Before transitioning to industry, she served as a senior officer in the U.S. Navy, holding various roles, including many as a contracting officer. She is also a former Executive Officer with the White House Military Office (nonpartisan). Charlene holds a B.S. in engineering from the U.S. Naval Academy and a M.S. in engineering from Stanford University. She is a registered Professional Engineer in Virginia and is internationally accredited as a Certified Information Systems Security Professional (CISSP) and a Certified Information Security Manager (CISM).
