Profile
Jennifer Augustine is the Director of the Defense Information Systems Agency’s Office of Strategic Outreach and Talent Acquisition. In this role, she is responsible for developing partnerships with colleges, universities, trade/technical schools, and professional organizations to address the increasing need to attract and retain top talent in multiple disciplines. Augustine works to establish talent pipelines of high-caliber candidates to feed the Department of Defense’s next generation cyber workforce.
Prior to this assignment, Augustine served as the agency’s Deputy Chief Information Officer and Senior Component Official for Privacy. In these roles, she was responsible for ensuring a strategic and proactive approach to compliance with federal and DoD standards regarding information technology and managing risks related to information privacy laws and regulations.
Augustine also served in a multi-role capacity as the special assistant to the DISA Executive Deputy Director, as Deputy Director of the Fifth Estate Center, and as the agency’s Congressional Coordinator. As a member of the EDD's executive staff, she provided critical organizational leadership and support the entire agency. Augustine directed a 50-person Resource Management Office providing financial management, contracting and acquisition support, workforce management, property management, and training support to over 1,500 personnel across a dozen DISA organizations. Additionally, she was responsible for all agency legislative affairs actions, congressional inquiries, investigations, correspondence, and analysis of congressional activities. She worked with congressional staffers to gain acceptance and support for national security objectives, policies, and programs of importance to DISA.
Augustine also served as DISA’s Vice Director for Manpower, Personnel and Security; responsible for leading more than 350 individuals in providing core service support operations; developing, implementing, and providing oversight for policy pertaining to civilian and military personnel and reserves, travel and transportation, organization and manpower, professional development, real estate, facilities, logistics, supply services, security, and counterintelligence.
In her first position at DISA, she served as the Technical Director for the Procurement Directorate; providing leadership and strategic contracting and acquisition expertise supporting the procurement of informationtechnology solutions. As DISA’s Competition Advocate, Augustine challenged barriers to competition across the agency’s IT portfolio. As part of her duties, she served as the agency Ombudsman for Procurement Integrity, providing a neutral, informal, confidential, and independent alternative for those seeking assistance in resolving procurement integrity issues.
Prior assignments also include senior contracting officer and program manager positions at U.S. Army Corps of Engineers, Naval Air Systems Command, Army Materiel Command, and the Internal Revenue Service.
Augustine is Defense Acquisition Workforce Improvement Act Level III certified in contracting and a member of the Defense Acquisition Corps. She holds a Master of Strategic Studies degree from the U.S. Army War College, and a Bachelor of Science degree in Business Administration with a focus in International Business Management and French Language Studies from Shippensburg University. She also holds an executive certificate from the Senior Executive Fellows Program at Harvard University’s John F. Kennedy School of Government.
