Profile

Master Chief Franks was born on 12 January 1982 in Mesa, AZ. He graduated from Apache Junction High School in June of 2000 and entered the Navy on 24 July 2000. After completing basic training at Recruit Training Command, Great Lakes he attended Information Systems Technician “A” school at Great Lakes.

In February 2001, Master Chief Franks reported to his first command, USS ABRAHAM LINCOLN (CVN 72) homeported in Everett, WA. Where he earned his Communication Watch Officer, Enlisted Surface Warfare and Enlisted Aviation Warfare qualifications.

Master Chief Franks then reported to Naval Computer and Telecommunications Station Naples, Italy in October 2005, where he was responsible for running and overseeing network backups for all of Europe. He was made Leading Petty Officer after making IT1 where he ran the largest division. After a successful tour in Naples, Italy he transferred in December 2009 to PRE-COMMISSIONING UNIT USS WAYNE E. MEYER (DDG 108) located in San Diego, CA. As the Leading Petty Officer he had the pleasure of seeing a division he helped build from the ground up be very successful during its first training phase. Additionally, he was the Repair Locker Leader for the ships first ever Light Off. During this tour he was promoted to Chief Petty Officer and transferred to the USS PINCKNEY (DDG 91).

He reported to the USS PINCKNEY (DDG 91) in November 2010 as the Leading Chief Petty Officer for Radio where he successfully led his division while qualifying Combat Systems Officer of the Watch (CSOOW) and Antiterrorism Tactical Watch Officer (ATTWO).

Master Chief Franks transferred from the USS PINCKNEY (DDG 91) in September 2012 and reported to Center for Information Dominance Unit Corry Station in Pensacola, FL in November 2012. During his time he earned his Master Training Specialist and served as an Instructor, Course Supervisor and ultimately the IT A and C school Department Leading Chief Petty Officer. Upon his transfer from Center for Information Dominance Unit Corry Station Master Chief Franks transferred to the USS NIMITZ (CVN 68) located in Bremerton, WA, where he held the position of Combat Systems Departing Leading Petty Officer.

Master Chief Franks arrived at JFHQ-DODIN in July of 2019 and is currently serving as JFHQDODIN’s Command Senior Enlisted Leader.

Master Chief Franks is a graduate of the Senior Enlisted Academy and his personal awards include the Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (three awards). He has his Bachelor’s degree in Cybersecurity, is a Master Training Specialist and a Lean Six Sigma Green Belt.
