Profile

Mr. Wendell “Dell” Foster assumed the role of Executive Director, Joint Force Headquarters–Department of Defense Information Network (JFHQ-DODIN), on 4 January 2021. In this position, he assists the Commander and Deputy Commander in providing command and control of the execution of global DODIN and defensive cyberspace operations, as well as, synchronizing these efforts with US Cyber Command, Service Cyber Components, and Field Agencies.

Prior to joining JFHQ-DODIN, Mr. Foster served with Marine Forces Cyber Command. From June 2017 to January 2020, he was the Assistant Chief of Staff / Director for Advanced Capabilities Directorate (J/G9). In this role, he managed the end-to-end requirements, resourcing, procurement, capabilities development and delivery processes for Marine Forces Cyber Command and JFHQ-C (Marines). From June 2015 to June 2017, Mr. Foster served as United States Cyberspace Command, Deputy Chief for the Global Operations Division (J35F). In this position, he provided daily operational leadership and direction of the division charged with developing plans and orders for the Defend the Nation and Support to Combatant Command mission areas.

Mr. Foster is a retired Marine officer. Some of his active-duty assignments prior to serving as a civilian include 1st Radio Battalion, 11th Marine Expeditionary Unit (MEU), Marine Cryptologic Support Battalion (MCSB) and the Joint Special Operations Command. Mr. Foster served multiple combat deployments to Afghanistan, Iraq and North Africa.

Mr. Foster holds a Master Business Administration in Information Technology Management from Western Governor University, as well as a Bachelor of Science degree in Aviation Science from Thomas Edison State University. Mr. Foster is also a graduate of the Federal Executive Institute (FEI) leadership program, the African American Federal Executive Association (AAFEA) Fellowship Program, United States Air Force Command and Staff College and United States Marine Corps Amphibious Warfare School.
