Ryan McArthur

Senior Technical Advisor to DoD Deputy Chief Information Officer, Information Enterprise (IE)
Department of Defense (DoD DCIO for IE)


Mr. Ryan McArthur serves as a Senior Technical Advisor to the Department of Defense Deputy Chief Information Officer for Information Enterprise (DoD DCIO for IE). In this role, he supports the development and implementation of an Enterprise and Tactical Cloud Strategy to facilitate robust operational capabilities for the Military Departments, Combatant Commands, Defense Agencies, and Mission Partners. His areas of priorities from an Enterprise, DoD perspective are design, development, and implementation of End User Enterprise Services (Office Productivity, Email, Collaboration, Voice and Video) and Network Optimization for Enterprise/Tactical Cloud Adoption.

Prior to this role, Mr. McArthur served as Senior IT Strategy Manager for the Marine Corps under the Deputy Commandant for Information (DCI) providing policy and planning oversight of major engineering transformation programs impacting the Marine Corps enterprise network in support of DoD Digital Modernization Strategy initiatives. He was an IT Project Manager for the US Department of Agriculture providing technical expertise to the USDA Technical Service Division (TSD) and Client Technical Support (CTS) branches supporting over 3500 customers within the National Capital Region. He is a decorated Retired Army Signal Chief Warrant Officer who has served in support of Operation Enduring Freedom and has held various tactical and fixed communications assignments. He holds his Bachelor's of Science degree in Information Technology Management.

His recent achievements and awards include Federal Chief Executive Officer (CXO) Fellowship, Defense Meritorious Service Medal, Army Meritorious Service Medal, and Joint Meritorious Unit Award.
