Profile

Ricky Clark is the Director of NITAAC. A United States Navy Veteran, Mr. Clark began his federal contracting career with the 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst. Prior to reporting to the National Institutes of Health, Mr. Clark served as a contracting professional at the Patuxent River NAVAIR program where he developed “no ceiling” BPAs and other contracts to support the F-35 Lightning II program. He also served as a Senior Procurement Analyst at the Department of Veterans Affairs, Office of Acquisition and Logistics Procurement Policy and Warrant Management Division, where he led the agency's largest Integrated Product Team (IPT) responsible for the formulation and publication of all VA Regulatory guidance, ensuring that all guidance was clearly drafted and complied with the Administrative Procedure Act (APA) and Executive Order 12866; advised the Secretary of Veteran Affairs (SECVA) and senior officials on matters related to the development and publication for all agency regulatory guidance and included the response and coordination for the agencies public comment responses; all coordination with the Office of Management and Budget (OMB), Office of Information of and Regulatory Affairs (OIRA), Federal Register (FR) and members of Congress; the group developed the VA response for the Supreme Court's "Kingdomware" ruling. Lastly, he served as the Chief of Acquisition Service for the Government Publishing Office, where he led a cradle to grave contract team that managed the procurement needs of all three branches of the federal government, including U.S. Passports for the Department of State.


Mr. Clark holds several certifications, including: DITAP Training & Development Program FAC-C DS; FAC-C Contracting Level III; DAWIA Contracting Level III; FAC-P/PM Senior Level; FAC-COR Level III, FAC-C Professional, Industry Certification in Contract Management – Defense (ICCM-D); Certification Contracting Level III (National Contracts Management Association (NCMA); Certified as Federal Contracts Manager (NCMA), and is a graduate of the VA Leadership Class of 2016 and the Federal Executive Institute.


Mr. Clark holds a BS in Business and a Master of Business Administration (MBA) from Mississippi College.
