Profile

Captain Carroll assumed duties as Commander, Sector Hampton Roads in June, 2018, after serving two years as Deputy Commander, and three years as Prevention Department Head. As Sector Commander, he leads 600 Coast Guardsmen on staff and among 14 subunits in conducting Coast Guard missions in Virginia waters and offshore, and his official authorities include Captain of the Port, Officer in Charge of Marine Inspection, Federal On Scene Coordinator, Federal Maritime Security Coordinator, and Search and Rescue Mission Coordinator.

His has served at USCG Headquarters Command Center and the National Response Center in Washington D.C., the Marine Safety Office Hampton Roads as a Marine Inspector and served as Senior Resident Inspector at Colonna’s Shipyard. Captain Carroll has also been assigned to the Investigations Department and as the Supervisor of Marine Safety Field Office Long Island, NY.

In 2003, became the School Chief of the Marine Inspection and Investigation School in Yorktown, VA where oversaw the largest revision to the Marine Safety School’s curriculum in recent memory to support the Commandant’s Marine Safety Initiative.

In 2007, he assumed the position of Chief, Inspection Division for Sector St. Petersburg, FL, followed by the position of Chief of Inspections and Investigations, Fifth Coast Guard District in Portsmouth, VA in 2010. In this capacity, he provided regional oversight of the Coast Guard’s inspection and investigation programs and activities within the Fifth Coast Guard District.

His military decorations include three Meritorious Service Medal, three Coast Guard Commendation Medals, two Coast Guard Achievement Medals, the Marine Safety Insignia and several unit and team awards. He is also the recipient of the Department of Homeland Security’s Gold Medal for Excellence for his role in the outfitting of the M/V CAPE RAY and the successful mission to destroy over 600 tons of Syrian chemical weapon precursors.
