The Electromagnetic Spectrum (EMS) is a maneuver space that is an integral part of all domains and many argue it is a warfighting domain itself.  Observations of our near peers and their investments and operations indicate it will be a highly contested maneuver space.  Competing and winning in this maneuver space will be contingent on our ability to conduct dynamic spectrum operations which in turn depends on our ability to command and control and to manage the maneuver of spectrum dependent systems (SDSs) in the EMS.  Currently, there is a Joint effort to define and start the building of an Electromagnetic Battle Management (EMBM) tool for the Joint Task Force and it is anticipated that its design could influence the design of all EMS battle management tools and all future SDSs.  This panel will seek diverse perspectives on what are the important features of EMBM and how they might influence SDS design in order to enable dynamic spectrum operations and EMS maneuver.
