Dwight Greene is the Privacy & Policy Section Chief (Privacy Officer) for the Office of Biometric Identity Management (OBIM) within the DHS Management Directorate. OBIM is the lead entity in the Department of Homeland Security for biometric identity management services. Mr. Greene is responsible for leading OBIM’s privacy compliance and policy team to support the various DHS enterprise biometric missions. Through his various roles at OBIM, Mr. Greene received the OBIM Leadership Award, the Extraordinary Effort Award, and the Customer Service Award for his contributions involving privacy compliance, client outreach, and international information sharing policy.
Previously, Mr. Greene served as a Senior Privacy Analyst at the Department of Defense where he provided contract support to the Defense Health Agency through analyzing and drafting privacy compliance documentation, creating privacy training material, and reviewing DoD regulations. Mr. Greene also has several years of IT consulting experience in the private sector. As a Senior Consultant, he worked in Missouri and in London, England to lead an international team of consultants to customize the UK’s electronic medical record software and train hospital staff on patient privacy.
Mr. Greene holds a Bachelor of Science degree with a double major in Political Science and Information Systems from Florida State University and a Juris Doctorate from the Western Michigan Thomas M. Cooley Law School. Mr. Greene completed a summer study abroad program in England and Canada with a concentration in international law, human rights, and global economic institutions. Most recently, Mr. Greene obtained the University of Texas-Austin’s innovative Identity Leadership Certificate Program on identity management and completed the International Fellowship Executive Education Program at the Center for Strategic & International Studies.
