William G. McKinsey is Chief of the Biometric Services Section at the FBI’s Criminal Justice Information Services Division. He manages the FBI’s biometric services including ten-print, latent and palm prints, RapBack, Face and Iris Recognition. He directs a funded staff of 695 plus 50 integrated contractors and a number of large development projects. Earlier, he directed the development of the $1.27 billion Next Generation Identification (NGI) program, which was completed on scope, on schedule, and slightly under cost.
Colonel McKinsey completed a career in the U.S. Air Force where he commanded F. E. Warren Air Force Base and served as the Deputy Inspector General and Director of the MX Missile Activation program for Air Force Logistics Command. During his tenure as Commander, F. E. Warren AFB was the outstanding missile wing, outstanding combat wing, and Missile Combat Competition Champion – the first ever Triple Crown winner.

He then served as Director of Strategic Planning, Corporate Reporting, and Business Analysis and later as Assistant Vice President (AVP) Executive Officer to the Chairman and CEO of USAA – a Fortune 50 corporation.
Bill graduated from Purdue University, the Air Force Institute of Technology, and Executive Development programs at Harvard, MIT, Darden, Kellogg, and Wharton. He is certified as a Federal Acquisition Council Senior Project Manager (FAC-P/PM), a Project Management Professional (PMP), and a Senior Professional in Human Resources Management (SPHR).
