Federal Focus - Update on NSPMs 7 & 9

In the last year, the Trump Administration released two National Security Presidential Memoranda (NSPM) to bolster identity intelligence and vetting activities across the federal government.  NSPM-7, titled “Integration, Sharing, and Use of National Security Threat Actor Information to Protect Americans,” was signed on October 5, 2017 and looks to leverage lessons learned from the past 17 years of post-9/11 counterterrorism activities to improve information sharing for five other categories of National Security Threat actors (aka NSTs).  NSPM-9, titled “Optimizing the Use of Federal Government Information in Support of the National Vetting Enterprise,” was signed on February 6, 2018 and created the National Vetting Center (NVC).  The NVC will strengthen, simplify, and streamline the complex, ad hoc, and inefficient way that intelligence is used to inform operational decisions and allow each agency to contribute its unique information, all while maintaining robust privacy, civil rights, and civil liberty protections.  This discussion will be led by former National Security Council officials who were intimately involved in the development of both NSPMs and the on-going implementation.
