Mr. Terrance L. Kelly is the Chief of the Enterprise Capabilities Division (ECD) within NETCOM G3/5 FUOPS. He focuses on planning, implementing, and delivering Enterprise Capabilities in support of DODIN-A Operations. Mr. Kelly began his military career as a Signal Soldier, serving for 23 years until 2009. He started his civilian federal career with the United States Army Information Systems Engineering Command in 2010 and transitioned to NETCOM in 2013. Throughout his career, he has held various positions, including System Owner, Capability Manager, IT Projects Lead, IT Projects and Support Division Chief within the NETCOM G6, as well serving as the Deputy G6, before being selected for his current role.
