Dr. Elliott Lynn is an Associate Professor at the School of Security and Global Studies and Co-Director of the Center for Cyber Defense at American Military University and American Public University. With over 25 years of expertise in cybersecurity and IT leadership, Dr. Lynn has contributed to initiatives that advance global security standards and foster collaboration among major government agencies.
His achievements include managing biometric security architecture for the US Army CECOM Software Engineering Center and the U.S. Biometrics Identity Management Agency, enabling seamless integration for agencies such as the FBI, CIA, and DEA. Dr. Lynn also played a key role in establishing global standards for fingerprint, iris, palm geometry, and facial recognition technologies that are widely used in military and law enforcement systems.
At the state level, Dr. Lynn led New Jersey’s largest multi-agency Office 365 deployment for 42,000 users, improving secure collaboration and promoting sustainable IT practices. He holds multiple certifications, including a Level III certification from Defense Acquisition University.
