Chief Warrant Officer Four William D. Howard enlisted in the Army in July 1997 as a Signal Intelligence Voice Interceptor Persian-Farsi linguist. He attended Basic Training at Fort Leonard Wood, Missouri, and Advanced Individual Training at Goodfellow Air Force Base, San Angelo, Texas. After multiple enlisted assignments and retraining to become an Arabic linguist, he was selected to become Warrant Officer as a Voice Intercept Technician in November 2007.

CW4 Howard currently serves as the Technical Director for the Cyber Training and Education Directorate at the Army Cyber School on Fort Eisenhower, Georgia.

CW4 Howard’s Warrant Officer assignments as an intelligence professional include the 204th Military Intelligence (MI) Battalion Aerial Reconnaissance Low and the 742nd Military Intelligence Battalion. While in the 742nd, CW4 Howard switched to Cyber and moved to the 782nd Military Intelligence Battalion, Fort Eisenhower, where he served for five years and is a plank holder. His other assignments at Fort Eisenhower include TRADOC Capability Manager Cyber as the Offensive Cyber Operations technical subject matter expert, Senior Instructor and Interim Course Manger for the 170A Warrant Officer Basic and Advanced Courses, and as the Course Manager for the 170D Warrant Officer Basic and Advanced Courses.

CW4 Howard has a Bachelor of Science in Computer Science from McMurry University. His professional certifications include GPYC, GPEN, and GCFA.

CW4 Howard’s awards include the Meritorious Service Medal (2nd Award), Joint Service Commendation Medal (2nd Award), Army Commendation Medal (4th Award), Army Achievement Medal (4th Award), National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal.
