In 2025, small businesses are finding both new opportunities and persistent challenges in contracting with the Department of Defense (DoD). Programs such as Mentor-Protégé and the Small Business Innovation Research (SBIR) initiative are enhancing small business engagement, particularly in high-demand areas like cybersecurity, artificial intelligence, logistics, and advanced manufacturing. The DoD’s focus on diversifying its supply chain further opens the door for agile and innovative firms. However, navigating compliance with FAR/DFARS regulations and CMMC 2.0 requirements remains a significant hurdle, compounded by limited funding, lengthy procurement processes, and ongoing competition from large contractors.
