In 2025, small businesses are finding both new opportunities and persistent challenges in contracting with the Department of Defense (DoD). Programs such as Mentor-Protégé and the Small Business Innovation Research (SBIR) initiative are enhancing small business engagement, particularly in high-demand areas like cybersecurity, artificial intelligence, logistics, and advanced manufacturing. The DoD’s focus on diversifying its supply chain further opens the door for agile and innovative firms. However, navigating compliance with FAR/DFARS regulations and CMMC 2.0 requirements remains a significant hurdle, compounded by limited funding, lengthy procurement processes, and ongoing competition from large contractors. On the policy front, the 2025 National Defense Authorization Act (NDAA) includes key provisions aimed at supporting small businesses, while the DoD Office of Small Business Programs is expanding its efforts to assist these firms. Innovation continues to be a central focus, with the DoD prioritizing emerging technologies such as AI, quantum computing, and unmanned systems, and increasingly leveraging Other Transaction Authorities (OTAs) to provide faster access to cutting-edge solutions from small, nimble companies.
