Cryptologic Technician Network (CTN) Master Chief Petty Officer Ruben J. Montano entered the delayed entry program to enlist in the United States Navy in May 2002 and attended training at Recruit Training Command in Great Lakes, Illinois in September 2003. Following initial training, Master Chief Montano attended Cryptologic Technician Maintenance (CTM) “A” school in Pensacola, Florida, graduating at the top of his class.
Following graduation, Master Chief Montano reported to his first duty station at Navy Information Operations Command, Georgia. He attended a “C” school for the 9305 NEC, Basic Digital Network Analysis, before being assigned as the team leader for a counter-terrorism tipping mission where he moved from the rank of Seamen Apprentice to Petty Officer Third Class. In January of 2006, Master Chief Montano volunteered for an individual augmentation and deployed in support of Operation Iraqi Freedom. He advanced to CTM2 during this deployment and was approved for cross-rate to CTN2.
In 2006, Master Chief Montano successfully screened and transferred to Naval Special Warfare Development Group (NSWDG). Master Chief Montano went through a rigorous qualification cycle attending Special Operations Forces Offensive Cyberspace Operator “C” school to earn NEC 785B and a Combat Support COI and PQS to earn NEC 5307; he completed this milestone while cross-training as an Electronic Warfare (EW) operator.
While stationed at NSWDG, Master Chief Montano executed 13 deployments leading cryptologic teams supporting Operation Enduring Freedom, Operation Freedom Sentinel, and other named operations supporting the Global War on Terror. Master Chief Montano led multiple cryptologic capability development projects, creating Cyber, EW, and Signals Intelligence capabilities and tactics, techniques, and procedures employed operationally throughout the Naval Special Warfare and Joint Special Operations communities.
Master Chief Montano established the Navy’s first Offensive Cyberspace Operations team for Naval Special Warfare before being selected for Chief. He was subsequently selected for Senior Chief during his time as a Cryptologic Warfare Detachment LCPO. During his tenure at NSWDG, Master Chief Montano earned his Enlisted Air Warfare, Enlisted Information Warfare, Enlisted Expeditionary Warfare, Military Free-Fall Parachutist, and Warfare Tactics Instructor (WTI) designations.
In 2021, Master Chief Montano transferred to Naval Information Warfighting Development Center as the Naval IW Advanced Weapons School LCPO. As the lead offensive cyberspace instructor and LCPO of the school, he helped run three 12-week WTI courses. During this time, he was selected for Master Chief and subsequently screened successfully for Joint Cyber Operations Group as the Command Senior Enlisted Leader.
Master Chief Montano’s personal decorations include a Bronze Star Medal, six Joint Service Commendation Medals with “C” device, Joint Service Achievement Medal, two Navy and Marine Corp Commendation Medal, Navy and Marine Corp Achievement Medal, Combat Action Ribbon, and the “On The Roof Gang” award for lifetime achievement in Naval cryptology.
Master Chief Montano is married to Dr. Hilary Montano and has two sons, Ruben and Ryland, who currently reside with him in Crofton, MD.
