Profile
Meagan Metzger is the Founder and CEO of Dcode, the company modernizing how the government integrates emerging technology to meet mission needs at speed and scale. Under her leadership, Dcode has become a driving force in transforming the way public sector programs identify, adopt, and operationalize commercial tech—from cyber and AI to electronic warfare and advanced analytics.
Through products like the Rapid Acquisition Integration Cell (RAIC) which are focused on fiscal agility, capability prioritization, and scalable delivery, Meagan has led Dcode to deliver real outcomes across the federal landscape. Dcode has helped over 260 venture-backed companies navigate the government market, guided more than 2,000 DoD leaders through tech adoption strategies, and deployed tools that cut red tape, rewire acquisition workflows, and embed modernization directly into program execution.
As CEO, Meagan built Dcode with accountability and speed at the core—delivering fixed-price, ROI-driven results instead of endless slide decks. Her team works side-by-side with agencies to optimize delivery pipelines, unlock budgets, divest from what’s not working, and ensure that the right technologies get to the people who need them most.
In addition to Dcode, Meagan is a General Partner at Dcode Capital, investing in growth-stage tech companies aligned with mission-critical priorities. Her efforts across industry and government have helped bridge innovation gaps, shape policy implementation, and accelerate strategic capabilities where it matters most.
She also served on the boards of the Defense Entrepreneurs Forum (DEF) and the Alliance for Commercial Technology in Government, and previously advised secure communications platforms through the Federal Advisory Board for Wickr (acquired by AWS). A graduate of The George Washington University, Meagan’s work continues to reshape how the government leverages innovation—not in theory, but in execution.
