Ms. Jennifer Swanson has been a member of the Senior Executive Service since April 16, 2017. Ms. Swanson serves as the Director of the U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) in Aberdeen Proving Ground, MD. In this position Ms. Swanson is responsible for providing state of the art software engineering products and services throughout the Army. The SEC supports C5ISR systems and programs in sustainment with a portfolio that includes tactical, business and enterprise systems. As Director, she oversees mission in a global organization of over 2,500 military, civilian and industry employees, with an annual budget in excess of $600 million. Ms. Swanson has focused on ways to modernize how software is sustained through efforts to increase efficiency, quality, and speed of delivery to the field. She has established initiatives that automate software testing, enable electronic software delivery to the field, and led the C5ISR community in implementation of DevSecOps, to increase quality and reduce the time needed to deliver software. Under her leadership, the SEC-Army Shared Services Center has expanded to provide more efficient support to the Army ERP programs. As of 2020, LMP, G-Army, and AESIP Hub have transitioned into the Army SSC while GFEBS is postured to transition in 2021. Ms. Swanson also introduced new cost accountability measures, reducing costs significantly while providing much more capability.
Her previous assignment was Deputy Program Manager (DPM), Mission Command, Program Executive Office for Command Control and Communications-Tactical (PEO C3T), where she was responsible for overseeing development and fielding of the Army’s collaboration, situational awareness, and fires capabilities.
Prior to DPM, she was Director, Technical Management Division, PEO C3T where she was responsible for the delivery of mission command capability sets, the Army’s integrated tactical network packages providing mobile voice and data communications across the Brigade Combat Team (BCT) down to the dismounted Soldier, in support of deploying BCTs.
Former assignments include Chief, Technical Management Division of PEO C3T’s former Project Manager, Tactical Radio Communications Systems (PM TRCS), Product Director of PM WIN-T’s Tactical Network Architectures and Configurations-Current, Evaluator with the Army Materiel Systems Analysis Activity and developer and branch chief with the CECOM Software Engineering Center.
Ms. Swanson holds a Bachelor of Science degree in Industrial and Systems Engineering from the University of Florida, and a Master of Science degree in Software Engineering from Monmouth University. She is Level III certified in Systems Engineering and Program Management.
Ms. Swanson’s awards include the Decoration for Exceptional Civilian Service, the David Packard Excellence in Acquisition Award, the Superior Civilian Service Award, and four Achievement Medals for Civilian Service.
