Cynthia R. Carpenter is the Director of the Defense Industrial Base (DIB) Cyber Security (CS) Operations, under the DoD Chief Information Officer. She joined the Office of the Secretary of Defense in January 2018. In this role she is responsible for coordinating industry-facing cybersecurity standards, policies, and procedures with other federal agencies and industry. She oversees execution of the DIB Cybersecurity Strategy which envisions a secure, resilient and technologically superior Defense Industrial Base. She has played an instrumental role in revisions to the DIB CS Activities rule, information sharing platforms and oversees Information and Communication Technology (ICT) supply chain risk management and CIFUS efforts.
Prior to joining DoD CIO, Ms. Carpenter gained over 20 years' experience in private industry where she has worked as a software developer and product manager innovating software products focused on data visualization. She is skilled at working across diverse and geographically disparate teams to communicate requirements, foster collaboration and achieve delivery milestones. She has extensive experience engineering products to adhere to NIST standards and integrating with DoD's identity management programs.
Ms. Carpenter earned a Bachelor's degree in computer science from University of Delaware and a Master's degree in Management Information System from George Washington University where she was the recipient of the Elizabeth B. Adams Memorial Award and recognition by Alpha Iota Mu. She maintains a CISSP certification and is active in the community.
