David Richardson is the Deputy Division Chief for Perimeter Defense, within the Digital Capabilities and Security Center for the Defense Information Systems Agency. The Perimeter Defense Division provides 14 programs focused on defending the NIPR and SIPR networks from the Internet, from other Federal and Five-Eye networks, and provides Cross-Domain Enterprise Solutions. David was recently selected by the agency to attend the Executive Potential Program, in which he is currently enrolled.
David previously served as a Branch Chief in the Cyber Directorate for the Perimeter Security Technical Support Team, the DoD Cybersecurity Range, and the DoD Cyber Training Branch. He also served as a technical lead on the DISA Storefront (DSF) program and the Cyber Exchange program. In addition, he has served as a Program Manager for the Cyber Exchange/Information Assurance Support Environment and the Cyber Awareness Challenge program. Prior to joining the Cyber Directorate, David supported the White House Communications Agency (WHCA), where he led the technical branch of the WHCA Training Academy as a civil servant.
Prior to his civil service, he supported the WHCA Training Academy as a government contracted, Senior Technical Trainer and Manager. He supported WHCA as a MorganFranklin Corporation manager, and as a Computer Sciences Corporation Senior Analyst. During his time with the WHCA Training Academy, David delivered thousands of hours of instruction to Presidential support teams on topics relating to satellite communications, network and desktop support, computer security, audiovisual, and leadership.
David served in multiple duty stations during his time with the U.S. Navy as an Electronics Technician. He was assigned as a Presidential Audiovisual Director at White House Communications Agency Visual Information Command in Washington, District of Columbia. During his tour, he was selected as a WHCA All-Star, awarded a Defense Meritorious Service Medal, and a Presidential Service Badge. David was also stationed at the Naval Computer and Telecommunications Area Master Station Europe Central in Naples, Italy, where he served as a Duty Maintenance Chief and a Command Duty Officer. Additionally, David was stationed on staff duty as an Electronics Technician with the Commander Submarine Group Ten in King’s Bay, Georgia.
David holds multiple certifications from CompTIA, Microsoft, and ITIL, to include the CompTIA Advanced Security Practitioner (CASP). He is a graduate of the Navy Advanced Computer and Electronics Field: Electronics Technician School in Great Lakes, Illinois. He also holds a Bachelor of Science degree in Computer Management and Information Systems Science from the University of Maryland University College, a Master of Science degree in Information Technology – Information Assurance from the University of Maryland University College, and a Master of Education degree from Strayer University.
