Samantha (Sam) Kelly is the Civilian Deputy Director in the Defense Information Systems Agency’s (DISA) Procurement Services Directorate, which is comprised of highly skilled staff of mission-focused business leaders supporting Warfighters in Information Technology related programs and procuring global information technologies and capabilities. In this position, Sam has responsibility for all aspects of acquisitions including leadership and advisory services in support of various DISA and Department of Defense Mission Partners.
Sam’s career began as a Weapon Systems Manager in the Foreign Military Sales program office at the U.S. Army Communications-Electronics Command (2011-2013), securing release positions for multi-million-dollar surveillance systems in support of coalition partners. Sam then ventured into the private industry as an Assurance Auditor for one of the “Big 4” accounting firms, PricewaterhouseCoopers (PwC), where she conducted financial statement audits for one of the largest clients in the PwC Baltimore Office (2013-2015).
Since returning to Federal Civil Service in 2015, Sam has had the privilege of serving in various roles throughout her career at DISA (2016-2021; 2023), including service as the Chief of the Acquisition Resources Branch and most notably supported a $7B portfolio for the United States Air Force (USAF)’s Mission Partner Environment programs. Sam’s customer service support spurred the USAF to retain the Defense Information Technology Contracting Organization’s contracting services since Fiscal Year 2018 and is symbolic of the trusted relationships that have been established between the two entities. Sam also provided service to DISA in the program office as the Acquisition Subject Matter Expert for the Joint Enterprise Services Directorate (now Program Executive Office-Services) and worked to bridge the gap in perspectives and strengthen positive working relationships between the contracting office and program offices to successfully accomplish DISA Missions.
Sam has had the honor of serving the Executive Office of the President (EOP) as the Deputy Chief of the Contracting Office during a transition period with the change of Administration in 2021 and was responsible for conducting higher level reviews and approvals of acquisition requirements across 15 Components in support of EOP Missions. She also developed policies and procedures for the contracting office that further promoted streamlined acquisitions and enhanced quality contracting.
Sam also served as the Director for Procurement and Administrative Services at the Department of Labor, Office of the Inspector General (2022) where she led efforts in workforce change management and facilitated the planning and execution of re-entry space, facilities, and acquisition projects as part of the return-to-work framework following the unprecedented global health crisis. Sam provided expert advisory services for an organization whose responsibility is to promote integrity and accountability throughout the Department of Labor.
Sam holds a Bachelor of Science Degree in Accounting from North Carolina State University and a Master of Accounting and Business Advisory Services Degree from Towson University. She maintains a Level III Certification in Contracting and Cyber Procurement and is currently a mentor in DISA’s mentorship program.
