John (Jay) Newhouse is a Senior Test & Evaluation lead in the Defense Information Systems Agency’s Joint Interoperability Test Command. In this position, he leads a breadth of test and evaluation activities supporting the National Background Investigation Services (NBIS) program.
Prior to his current role, Newhouse served in the United States Navy as an Electronics technician from 1993 to 2003.
Jay received a bachelor’s degree in management from National-Louis University in 2003 and a master’s degree in systems engineering from the University of Maryland Global Campus in 2020. Jay’s list of certifications includes SAFe Agilist, SAFe Product Owner, ITIL Foundations, ITIL Service Operations, ICAgile Testing, ICAgile Foundations of DevOps, DAWIA T&E Practitioner, and DAU Certified Agile Team Member.
