Phillip La Perla

Profile

Mr. Phil La Perla is the Strategic Advisor to the Executive, Cyberspace Operations Directorate, Defense Information Systems Agency (DISA). The Cyberspace Operations Directorate is an organization of over 2,600 personnel located at 53 locations in 8 countries, coordinating, synchronizing and directing the delivery and operation of agency enterprise information capabilities. Additionally, he serves as the Director of the Office of Global Public Safety Communications.

Prior to his civil service, Mr. La Perla was an Assistant Vice President at SAIC supporting DISA. He served as a Project Manager for the ACAT-1A $450M Global Information Grid Bandwidth Expansion (GIG-BE) program, where he successfully led the acquisition, engineering, implementation, and program management for the single largest expansion in the Department of Defense global communications infrastructure. He also served as the Program Manager to implement Defense Information Systems Network (DISN) installations, including DISN Core, NIPR, SIPR, ATM, and Promina.

Mr. La Perla is also a retired US Army Colonel with 28 years of service. He was commissioned a Second Lieutenant in the United States Army Signal Corps upon graduation from Pennsylvania Military College. As a commissioned officer, he served in a diverse array of command, staff, and joint assignments that included Commander, 526th Signal Company, 57th Signal Battalion; US Army Signal Activity-Military District of Washington, Chief Information Officer (CIO): Military District of Washington; J-6, Armed Forces Inaugural Committee (President George W. Bush); Staff Officer, Assistant Secretary of Defense, Command, Control Communications, and Intelligence; Joint Staff J-6 Operations/Executive Officer, S-3, 26th Signal Battalion; S-3, 22nd Signal Brigade; and XO 32nd Signal Battalion.

Mr. La Perla is a graduate of the US Army War College, and US Army Command and General Staff College, and holds a Master’s Degree from Central Michigan University.
