William (Bill) Balko’s current position is at the Defense Information Systems Agency (DISA), located at Fort Meade, Maryland. As the Chief Knowledge Officer (CKO) where he is responsible for overseeing knowledge management within DISA, working on Knowledge Management/Knowledge Sharing across the enterprise sharing new perspectives, ideas, and experiences to facilitate decision-making at all levels, building a learning organization by making learning routine, improving efficiencies by reducing the need to rediscover information and knowledge, to stimulate positive cultural change and foster innovation.

His knowledge management team has been organized into the Chief Data Officer and is working closely with the Workforce Services and Development Directorate, Mission Partner Engagement Office, and the Chief of Emerging Technology Officer to accomplish DSIA’s mission. Bill is responsible for studying business issues and data challenges across the agency. To create an open, transparent, and collaborative environment identifies DISA’s strengths and weaknesses and suggests areas of improvement based on the requirements, specifications, and current business processes, making recommendations and proposing changes based on recent and projected performance and organizational metrics contained in the strategic documentation; develop new business practices using new/emerging technology solutions that incorporate the practice of knowledge sharing and capture using Web 2.0 enterprise applications.
